MTO Consultation on Harmonization of Municipal Road Construction Standards

The Ontario Sewer and Watermain Construction Association (OSWCA) represents over 800 member companies across the province. Our members construct, rehabilitate, and supply materials for core municipal infrastructure projects (i.e. water, wastewater, stormwater, road, bridge, etc.) throughout Ontario’s 444 municipalities. 

The OSWCA is supportive of the proposal to mandate the use of Ontario Provincial Standards for Municipal Road Construction (OPSS.MUNI) for priority areas of municipal construction. This proposal addresses a long-standing issue for linear construction in the province: the proliferation of municipal-specific specifications (specs), which create complexity for contractors and increase the cost of delivering infrastructure projects. Eliminating municipal-specific specs will improve the consistency of municipal infrastructure delivery and will support more efficient procurement and project costs across the province.
