Commercial Vehicle Operator Registration Hard Stop

On March 21, the Ministry of Transportation (MTO) published a proposal to amend O.Reg 628 (Vehicle Permits) under the Highway Traffic Act (HTA) to modify commercial vehicle renewal permits. The change in the regulation proposes to authorize the Minister of Transportation to refuse to issue or renew a vehicle permit for a commercial motor vehicle that is required to be operated under a valid Commercial Vehicle Operator Registration (CVOR) certificate, unless the permit holder/applicant is the holder of a valid CVOR.

Exemptions are being maintained for commercial vehicles not operating under the CVOR system (i.e. mobile crane, tow truck, ambulance, fire truck, hearse, motor home) and for trucks/buses that are leased by the permit holder/applicant to an operator with a valid CVOR.

Based on the Regulation, vehicle plate registration will be denied for vehicles requiring a CVOR certificate (trucks with a registered gross weight of over 4,500 kilograms or buses with a seating capacity of 10 or more) if the applicant does not hold a valid CVOR.
