GTAA and TTC to require COR Certification by January 2017

In August, both the Greater Toronto Airports Authority (GTAA) and the Toronto Transit Commission (TTC) announced that they will require all contractors operating on their construction projects to be Certificate of Recognition (COR) certified by January 2017. Both believe that this will serve to standardize their occupational health and safety (OH&S) requirements during the procurement process to ensure all contractors are judged equally on the bids.

TTC already requires COR certification for projects valued at $25 million or more. They will phase in their requirement, where all contracts estimated at $5 million or more will require COR certification beginning January 1, 2016, before all contracts irrespective of value will require COR beginning January 1, 2017.

This is a part of a broader move towards COR certification requirements by major infrastructure procurers across the province, with it already a requirement for Infrastructure Ontario projects and previously announced as a Metrolinx requirement beginning October 1, 2016.
