Overview of KPMG Review of City of Toronto Procurement

On April 2, the City of Toronto published the results of a long-term study of its capital delivery process, particularly focused on construction, conducted by KPMG. The GTSWCA played an active role throughout the consultation process and provided several recommendations, many which have been included in the report.

The report has a number of key findings and makes sweeping recommendations for how the City should reform its capital delivery process to decrease delays in project starts, improve transparency, reduce barriers for local companies, and improve standardized practices.
