WSIB Phasing Out the Second Injury Enhancement Fund

The WSIB has recently completed an audit of the Second Injury and Enhancement
Fund (SIEF). The audit found the Fund no longer works the way it was meant to: it does
not remove employment barriers for people with pre-existing disabilities, and it does not
support the return-to-work and recovery outcomes injured people need.
The audit also found the Fund no longer provides meaningful or equitable cost relief to
businesses.
Next steps
WSIB will be phasing out the SIEF. They will continue to accept new requests submitted
before July 16, 2026.
All current SIEF credits will continue for the duration of their existing applicable claims.
No change to support for people
SIEF relief is an accounting mechanism applied to an employer’s premium. It has never
determined the care, benefits, or support people receive. Ending the program does not
change how anyone’s claim is assessed or managed.
If you have any questions, please contact Patrick McManus (905-629-7766 or

UPDATE – August 2026
WE NEED YOUR HELP –
SEND IN THE ATTACHED LETTER REGARDING THE CANCELLATION OF THE SECOND INJURY ENHANCEMENT FUND (SIEF)
The WSIB has retroactively cancelled the SIEF, a program used to moderate employer cost exposure where pre‑existing medical conditions, not the accident itself, drive claim severity, and associated costs. This is an especially important policy in the construction industry, particular as workers age.
We are requesting your assistance to sign and email the attached letter to Minister David Piccini, requesting a full review and stakeholder consultation around this program cancellation.
