Attached to this bulletin is a copy of the Ministry of Environment and Climate Change's (MOECC) Compliance and Enforcement Policy. This document is used by MOECC inspectors to outline how and when to exercise their authorities under the statutes administered by the MOECC.

Overall, the intent of the document is to safeguard the public interest by ensuring that the MOECC's response to an incident is proportionate to the severity of the incident. For incidents that are deemed to be more severe in nature, the policy requires MOECC staff to consider a mandatory abatement response. For less severe incidents, the policy
permits staff to consider a voluntary abatement response.
